In early 2000, sociologist Dr Thomas Schweer had the idea to combine geo-mapping techniques and offender behaviour patterns in order to develop complementary detection methods in the area of mass crime, considering already this approach would not be possible without modern computer-aided analysis. Together with IT specialists Christian Rams and Ralf Middendorf in 2011 a fully automatic prediction system PRECOBS was provided in the field of daily domestic burglary. PRECOBS optimizes the daily operations within policing departments and established predictive policing processes within law enforcement offices.

In 2012 PRECOBS was first used in the city of Zurich, followed by the police of the cantons of Aargau and Basel Land as well as the Bavarian city of Munich and the police office in Mittelfranken in 2014.
In 2015 PRECOBS started a 12 months pilot project in the cities of Karlsruhe and Stuttgart.

At all places where PRECOBS is operating the system was approved as regards to data protection.

Using the most current crime data, PRECOBS generates predictions that can be used by police authorities for operational and preventive purposes.
