In early 2000, sociologist Dr Thomas Schweer had the idea to combine geo-mapping techniques and offender behaviour patterns in order to develop complementary detection methods in the area of mass crime, considering already this approach would not be possible without modern computer-aided analysis. Together with IT specialists Christian Rams and Ralf Middendorf in 2011 a fully automatic prediction system PRECOBS was provided in the field of daily domestic burglary. PRECOBS optimizes the daily operations within policing departments and established predictive policing processes within law enforcement offices.

In 2012 PRECOBS was first used in the city of Zurich, followed by the police of the cantons of Aargau and Basel Land as well as the Bavarian city of Munich and the police office in Mittelfranken in 2014.
In 2015 PRECOBS started a 12 months pilot project in the cities of Karlsruhe and Stuttgart.

At all places where PRECOBS is operating the system was approved as regards to data protection.

Using the most current crime data, PRECOBS generates predictions that can be used by police authorities for operational and preventive purposes.

In cybercrime, but also when prosecuting conventional criminals, the deciphering and analysis of digital data plays a major role. In addition to human resources factors, time and computing-power or IT-budget can be major influencing factors for determining the success of an investigation. Regrettably, the use of unoptimized infrastructure in such scenarios oftentimes prohibits full utilization of information-technology’s potential or results in otherwise avoidable costs and delays.

Originating from the COPACOBANA project and headquartered in Kiel, Germany, SciEngines develops highly efficient FPGA-computing systems to address this issue. In comparison to regular computers, such special-purpose systems can provide users from police, intelligence and research with orders of magnitude increased processing power.  A single rack can thus replace a data-center – at a fraction of the cost.

We look forward to discussing details in person. Alternatively, we are happy to get into contact via e-mail to info@sciengines.com .

At the 20th European Police Congress VIMTEC and FAST Protect present the VIMTEC MBE 1500 in combination with FAST Protect’s TERRA 4D-Software-Management-Platform.
Both systems create an advanced solution of video surveillance technology, motion detection and superior situational awareness with a 3D-GIS-layer-based user interface to monitor all sorts of places and events. The control centre can respond to incidents reported in this way by for instance addressing individuals directly through secure communication via TETRA or loudspeakers and if necessary taking further action.
The TERRA 4D integrated geospatial command and control centre-solution provides tools that significantly accelerate response and improve efficiency in every phase of the situational management lifecycle during critical operations such as address search in live video streams, multi-camera tracking, time-synchronized video recording, latency-free control of PTZ cameras and automated workflows.

The VIMTEC MBE 1500 serves as a system platform for the required monitoring technology. Thanks to its construction as a trailer, the VIMTEC MBE 1500 can be quickly transported to the desired location. The system is very easy to operate and can be set up within minutes. Standalone operation is enabled by an integrated power generation and battery system, meaning the VIMTEC MBE 1500 can be set up without any sort of external power supply. With a fuel tank holding 200 litres of diesel, the VIMTEC MBE 1500 can easily run for 120 days in hybrid mode. Thanks to the tamper-proof construction and the flexible design of monitoring technology, the VIMTEC MBE 1500, combined with the FAST Protect TERRA 4D-software-management-platform, is an ideal addition to the monitoring of police operations, events or the safeguarding of open areas.
