The Pre-Event-Reception

On the invitation of the chargé d'affairs of the Embassy of Romania, Mihai Ciompec, more than 400 participants came to the traditional Pre-Event-Reception for a “Warm-Up-Meeting“. After three short welcome notes the reception took place, where Speakers, Attendees and Exhibitors had their first informal discussions and contacts.

New contacts between international authorities were made in an ideal atmosphere.

The 1st Conference day

2009s main topic “European Security in the 21st Century” with special focus on “prevention” attracted at all 1.595 registered visitors in the conference centre in Berlin. The central debates of 1st conference day dealt with European investigation- and cooperation-concepts. Prominent Key Note speakers, such as European Commissioner Jacques Barrot, Ministers and State Secretaries of the Interior, as well as the Heads and Directors of Europol, Interpol and Industries discussed these topics. The main programme was complemented by at all 16 panel sessions, among others organized by the Federal Criminal Police Office (BKA), the Federal Office for the Protection of the Constitution (BfV) and the Centre of European Police Colleges (CEPOL).

The 2nd Conference Day

The 2nd conference day was fulfilled with highlights, too. Six federal German Ministers of the Interior came to Berlin to discuss current topics of the internal security. The final debate of the conference elaborated on “focal point Afghanistan” with representatives from parliaments, armed forces and civil services.

Max-Peter Ratzel, Executive Director of Europol

I was truly impressed by the contributions of State Secretary Peter Altmaier and the Hungarian Minister of Justice, Dr. Tibor Draskovics. Furthermore, the speech of Dr. Ehrhart Körting, Senator of the Interior of Berlin, was a very good one with a lot of new perspectives. In my opinion, there is one thing for sure: each discussion or speech that I joined, pointed out, that there is a lot of unused potential and we can still learn a lot from each other. This is my second time at the European Police Congress, and here I find a perfect place for networking and new contacts – this is why a also attended the Pre-Event-Reception.

At the European Police Congress you can always have discussions at the highest level and join fruitful debates with experts from all over the world. It is also worth while mentioning that this conference is always well visited and has developed itself in a truly important meeting with international importance. It is a well organised conference for authorities dealing with internal security. It is a forum for the exchange of views between authorities, industries and politics – this is what the European Police Congress characterises.

It is, as always, exciting to be at the European Police Congress, especially for us. Here we have the opportunity to see the most important innovations from industry and have the chance to speak directly to its Top-Management. Another important impression is the mixture of the participants. Of course most of them are from European security authorities, but it is unique to find them next to high-ranking officials, political and industrial representatives – all major players are here. It is important for us as the German Police Union to gather information and impressions from all these people. I have attended the last six European Police Congresses and I will be there next year as well.

More than 1.500 visitors registered for the 12th European Police Congress to discuss European Security in the 21st Century.

Experts in the Panel Sessions. At all, 16 Panel Sessions took place in 2009, e. g. about Organized Crime in Europe with representatives from the police, Interpol and the United Nations.

Dr. Ingo Wolf, Minister of the Interior of Nordrhein Westfalen, informed himself about the latest technologies for the police.

The “Forum of the Federal Ministers of the Interior” was the highlight of the 2nd conference day. Five Ministers joined the discussion.

More than 100 journalists from TV- and Radio-Stations as well as printed media were accredited in 2009.

The visitors took the opportunity to see the exhibition stands in the breaks of the conference.

Especially the Panel Sessions are designed for a close dialogue between the speakers and the audience.

From the presentation to the technical setup everything was simply perfect. In addition to this there were lots of visitors and a phantastic chairman. Supported by chairman Reimar Scherz my contribution was a great success and made a lot of fun. Regarding the exhibition, I have a clear position: we had a lot of good contacts. Last year we had more groups of visitors, but this year we had quite a lot good customer requests. For my business field, the European Police Congress was an excellent meeting. The conference venue is ideal for this congress and the exhibitors are from various industries – the meeting was a really successful one.

Visitor Analysis 2009

1.595 visitors from 72 nations came to the 12. European Police Congress in February 2009. 59 % of the visitors came from ministries or authorities from Germany, Europe and guest countries. 21% were Industry Representatives. Ambassadors, Attachés and Secretaries from Embassies were 7% of the visitors, 6% came from Organisations and Unions, 5% Press and 2% were Parliamentarians. With this structure the European Police Congress reached its aim to bring representatives from all involved security institutions together to discuss the future of European internal security. With 66% most of the participants came from Germany (including Embassies), 28% came from member states of European Union and 6% were non-european visitors. The European and foreign visitors were of high importance in their function such as Ministers, State Secretaries, Heads of the Police, Heads of Departments or Parliamentarians.

Die Welt (11.02.09) Germany stands in the cross lines of international terrorism, parliamentarian State Secretary Peter Altmaier (CDU) said yesterday at the 12th European Police Congress in Berlin. An important indication, Altmaier complemented, is that there are people close to Al-Quaida, who know Germany and speak German. “There are videos with an explicit content against Germany”, he said.

Der Tagesspiegel (11.02.09) The exchange of digitized fingerprints and photographs, so far delayed by technological problems, will begin within this year, Jacques Barrot, Vice President of the European Commission said at the 12th European Police Congress on Tuesday.

heise online (12.02.09) The city state of Bremen will be the first federal state with a digital professional mobile radio for the police, fire brigades and rescue services, Bremens Senator of the Interior Ulrich Mäurer announced at the 12th European Police Congress. “This will be another world for our security forces”, Mäurer said.

News.de (11.02.09) The violence between young people, the preventive work and the implementation of professional mobile radio were topics with different opinions within the “Forum of the Federal Ministers of the Interior” on the 12th European Police Congress. All Ministers agreed, that Guantanamo prisoners should not be received in Germany. “The United States caused this problem, so they are first of all asked to solve this on their own”, Dr. Ingo Wolf (FDP), Minister of the Interior of Nordrhein Westfalen, said.
